Drop languages only supported in the graphical installer by default

There is no use in including translations that are not supported in
an image, especially as that will also result in any glyphs used only
by such languages to be included unnecessarily in unifont.bgf.
So change the build system to drop such languages by default.
Targets that build graphical installer images should disable this by
setting KEEP_GI_LANGS.
For amd64 netboot images this change reduces the size of the initrd by
about 300kB.

Only for arches that are not supported by the (directfb based) graphical
installer.
It is maybe strange timing for this change, but we know it works well
as it's been in use for armel for some time and there really isn't any
point in having the languages included ATM.
